    We are continuing to investigate reports of issues in starting up self hosted HCP Terraform agents which cause run failures in HCP Terraform workspaces. This issue only affects HCP Terraform Self-hosted agents when upgrading from `1.28.6+` to `1.28.9`. Our team is working to identify and resolve the issue.

    We have identified the issue and are working on a fix for self-hosted HCP Terraform agents failing to start when auto-upgrading from `1.28.6+` to `1.28.9`, causing run failures in HCP Terraform workspaces.

    We have released a fix for self-hosted HCP Terraform agents failing to start when auto-upgrading from `1.28.6+`. Automatic updates will now upgrade to `1.28.10`.
