How the alerts work

Alerts fire on real state changes detected against the official feed — a new incident, a lifecycle update, a resolution, or a provider-level status flip — never on re-crawls. Each delivery is claimed exactly once per event and retried once on failure, and every subscription has a Send test button that fires a synthetic alert through the production pipeline.
